Current updated formula (thanks to Seth Burn in particular!):

4-0 in a Daily Event: 4 points
3-1 in a Daily Event: 1 point
1st in a Premier Event: 9 points
2nd in a Premier Event: 8 points
3-4th in a Premier Event: 7 points
5-8th in a Premier Event: 6 points

Of course, this is subject to change at any time. Results will be tallied weekly and posted here.

A few notes:

This measures quantity every bit as much, if not more, than quality. This is intended for use in metagaming purposes and entertainment purposes only! For example, I will never recommend a Quest WW deck as a strong choice to win a tournament with no matter how well it is performing in these power rankings, but to win that same tournament you’re going to have to expect to play against it (and obviously win!).

Suggestions are always welcome. I expect to update this at least once per week.
